Don't you think the phrase, 'pardon our progress' is kind of passive aggressive?

At construction sites, where something (a street, a sidewalk, a building, ...) was closed because of the construction, there used to be signs saying something like,

"Sorry for the inconvenience."

Then there were signs saying:

"Pardon our dust."

Now they say "Pardon our progress"!

Pragmatically weird, but interesting. The signs are probably not so wrong in implying that people are annoyed by construction work but really are stupid for being so. Still, strange that anybody would actually openly assume this and comment on it.
