tuition conspiracy

I've long complained that the system of charging out-of-state students vastly higher tuition is stupid, on the basis that it discourages diversity, and I've wondered why there isn't a scheme by which states 'conspire' to give each other's residents in-state tuition, effectively making one big 'virtual state' for tuition purposes. It turns out that this exists, although California does not participate fully.

I would still like to see a 'study abroad' program that would allow students to spend a semester at a different American university.
