Transcription touchup: the 0s are Os afaict (compare first word vs 2076, compared with IC??CBC), there are Vs later in the text, not Us, and there was an extra U in the last section.

My first guess (without doing any puzzling at all) is that it's a one-time-pad or substitution cipher with the key stored in the vault so that only in the future will the message be known. Why else would you obscure the message like this?
