CERN REU (or, "My first FOIA request")

I wrote earlier about my curiosity over the cancellation of the REU at CERN. AT the time I also looked up the relevant grant numbers in the NSF database, and requested copies of the reviews and explanations of the funding decisions. That was nearly a month ago, so I figured my letter had just disappeared into the bureaucratic void. But it turns out they treated my letter as a request under the Freedom of Information Act (FOIA) and I just received the following response:

May 14, 2004

Dr. Tobin Fricke

Dear Dr. Fricke:

This is in response to your April 20, 2004 emailed request for copies of
the annual reports and NSF reviews under the NSF funded grants numbered
0097391 [NEU] and 0139604.

Records responsive to your request are enclosed. The final report under
0139604 has not been submitted. Documents related to the agency's review
process and used in the agency's decision-making processes are withheld
in their entirety under Exemptions 5 and 6 of the FOIA to protect from
disclosure the predecisional, deliberative process of the agency, and
information personal to the Principal Investigator and reviewers. Your
right of administrative appeal is set forth in Section 612.9 of the NSF
FOIA regulation (copy enclosed).

The final report under 0139604 has not been submitted. You may wish to
make another request for the report at a later date.

There is no fee for FOIA services in this instance in accordance with 5
U.S.C. 552(a)(4)(A)(i) et seq.

They were able to send me these two reports:
Report from Northeastern University
Report from University of Michigan
Also, they sent instructions on how to appeal a FOIA denial

I hope that wasn't NEU's final report, because it's sort of embarassingly sparse in comparison to the UMich report.
