AT&T Wireless has eliminated all roaming fees entirely if you're on the "nationwide" plan.. meaning you can use your phone just about anywhere in the United States (including Puerto Rico and the Virgin Islands) without paying anything extra.

You're misunderstanding.
Before: I could go anywhere in the U.S.A. and use AT&T's network for free. If I used Cingular or T-Mobile networks I'd be charged 69 cents/minute.
Now: I can go anywhere in the U.S.A. and use any available GSM network for no additional fee.
